Lake Village Gets First Council Reading as Residents Push Back — and Leroy Makes the Traffic Case

On July 27, 2026, Berkeley County Council held the first of three readings on the proposed 5,500-home Lake Village development in Cane Bay. There was no discussion among council members and no vote — but the public comment period told the real story of a community divided over the largest development decision facing District 6.
Leroy Godfrey Jr. addressed council directly, raising concerns that the project is tied to a 2024 traffic study that no longer reflects reality on our roads. As The Post and Courier reported, Leroy told council the county “is not capable of handling the traffic that’s already tied to what’s going on in this community.” It was his third public appearance before county leaders this year, after speaking at the Planning Commission hearings in May and June.
The meeting grew tense. One resident opposing the development was escorted from the chambers after exceeding his allotted speaking time — a moment captured in the official video and reported by The Post and Courier. Other residents raised wetlands and flash-flooding concerns, pointing to the August 2024 storm that flooded a Cane Bay subdivision, and questions were raised about campaign contributions council members received from the developer — contributions members deny will influence their votes.
