The Challenge

Growth Without Planning Has a Cost

Berkeley County cannot keep approving development one project at a time while roads, schools, drainage, public safety, and utilities fall further behind. Residents are left with the consequences.

Gridlock & Traffic Congestion

Two-lane roads carrying traffic they were never built for — and more approvals on the way.

Overcrowded Schools

Thousands of new homes approved while classrooms, cafeterias, and bus routes strain to keep up.

Strained Infrastructure

Drainage, water, sewer, and utilities pushed past their limits as land is cleared faster than systems are built.

Development Outpacing Public Services

Fire, EMS, and law enforcement asked to cover more rooftops without the resources to match.

Growth must be planned, funded, and supported before — not after — the consequences reach our neighborhoods. — Leroy Godfrey Jr.

Even amid county-wide concern about large-scale development, projects keep getting approved one request at a time. Leroy is not running against progress — he is running for responsible progress.

The Plan

The Godfrey Responsible Growth Standard

Six common-sense tests Leroy will apply to every land-use decision that comes before Berkeley County Council.

Plan Before Approval

No more one-project-at-a-time decisions that ignore the cumulative cost to residents.

Infrastructure First

Roads, drainage, and utilities funded and scheduled before homes are occupied — not promised for later.

Schools Matter

School capacity on the record in every major land-use decision, with the district at the table.

Residents at the Table

Real input early in the process — not three minutes at the end of it.

Transparency in Every Vote

Every vote explained in plain language, before and after it happens.

Smart Growth, Not No Growth

Pro-resident, pro-planning, pro-accountability — responsible progress, not reflexive opposition.

Media & Public Record

Speaking Up Before Asking for Your Vote

Before asking voters for their support, Leroy Godfrey Jr. was already standing before county leaders and speaking out about traffic, school capacity, emergency services, infrastructure, and the long-term consequences of poorly planned growth.

He didn't start speaking up because he was running. He is running because District 6 needs someone who will speak up.

First Hearing — Residents Show Up

Berkeley County Planning Commission — official public recording

Facing a proposed 5,500-home Cane Bay expansion, District 6 residents filled the room. Leroy stood up as one of them — warning the commission that approvals cannot be undone once the land is cleared.

“Once the trees are gone, they don’t grow back. It cannot be undone once it’s approved.”— Leroy Godfrey Jr., as referenced in coverage

Second Hearing — Leroy Returns, LiAnna Speaks

Berkeley County Planning Commission — official public recording

At the follow-up hearing on the Cane Bay Lake Village development, Leroy returned to press the case for honest traffic and infrastructure planning — and LiAnna Godfrey addressed the commission as well.

“Traffic doesn’t follow good intentions. It follows the path of least resistance.”— Leroy Godfrey Jr., as referenced in coverage
